Discover Seoul Pass and VISIT BUSAN PASS are two separate products for two separate cities. Each one only makes sense if your plan is built around paid attractions.
Neither pass is a transport pass, and neither one lets you skip a queue or secure a booking. They are entry passes with a clock, and the clock is where most of the value is won or lost.
Quick answer
Buy a pass only after you list the paid attractions you would actually visit and see them fit inside the pass window. If the list is short, or mostly palaces, beaches and markets, a plain T-money card and no pass is the cheaper plan.
- Seoul: Discover Seoul Pass suits a packed 3 to 5 day trip with theme parks, observation decks, cruises and similar paid sights.
- Busan: VISIT BUSAN PASS suits a plan built around the east coast attractions near Haeundae and Osiria, or a long list of paid sights in 24 or 48 hours.
- Both cities: Judge each pass on its own. The Seoul pass does not work in Busan, and the Busan pass does not work in Seoul.
- Prices: Prices below were read on the official pass sites on 10 October 2026. Both sites say their lineups and details can change, so recheck before you buy.
There is no overall winner here. The word "vs" in comparisons only means two different cities, not two competing products.

The two sites use similar names for different rules, so read the validity row before you compare prices. Seoul counts hours from activation, while Busan's timed passes count from your first free entry and its Big passes use a 180-day window.

Discover Seoul Pass
Discover Seoul Pass is the official Seoul attraction pass, sold by the Discover Seoul Pass operator and described on the Visit Seoul tourism site. Since July 2026 the operator says every purchase includes a free 5-day eSIM.

The official site lists the same price for the card and mobile versions of each pass. The theme park group covers Lotte World Adventure, Seoul Land and Everland, and Everland in Yongin and Seoul Land in Gwacheon sit outside the city proper.

When should I activate?
The clock starts when you first use a free attraction or service with the pass. Three actions start it: entering an attraction with the QR code, receiving an AREX code, or using the K Limousine airport bus.
Downloading the app, using the eSIM, and topping up or using the card as a transit card do not start it. Issuing the AREX code does start it, even if you never board the train, so create the code right before you ride.
Start the clock early in the day. A pass activated at 4 PM on day one wastes most of that day, because the hours keep counting overnight.

Some partners give only a discount, not free entry. Seoul Sky at Lotte World Tower is listed at 10 percent off, so do not count it as a free attraction.

Transport and airport benefits
The all-inclusive versions list one free one-way AREX express ticket between Incheon Airport and Seoul Station, and one free one-way K Limousine ride between the airport and central Seoul. The bus perk applies only to the 6701, 6702, 6703, 6705A, N6701 and N6703 routes.
The card version is also a prepaid transit card, but it is not preloaded. Fares come out of whatever balance you add, and the pass does not give you unlimited subway or bus rides. The mobile pass has no transit or prepaid function.
On the Seoul to airport K Limousine ride, scan the pass QR code at the stop. Do not tap the card on the T-money reader, because the fare may be charged.
Is it worth it?
Good for:
- Visitors who will pay for a theme park, an observatory, an aquarium and a cruise within three to five days.
- People who also use the free AREX or K Limousine ride, which adds to the value.
- Travelers who enjoy a full schedule and like having entry sorted at each stop.
Skip if:
- Your plan is mostly palaces, museums with low fees, markets and walking.
- You prefer long meals and slow mornings, since idle hours still count on a timed pass.
- You would buy it mainly for the airport perks and the eSIM.
For Pick 3, divide the price by three. Pick 3 Basic at ₩49,000 means each of your three choices should be worth about ₩16,000 or more, so spending a pick on a low-fee palace works against you.
Example: a 72-hour route that does not backtrack
This is an illustration of the shape of a plan, not a saving claim. Entry fees and lineups change, so total your own list.
- Day 1, east Seoul on Line 2: Lotte World Adventure at Jamsil. Add SEA LIFE COEX at Samseong in the evening or next morning, since both sit on the same subway line.
- Day 2, central south: Leeum Museum of Art in Hannam, then N Seoul Tower on Namsan in the late afternoon.
- Day 3, old center: Rent a hanbok near Gyeongbokgung and visit the palaces that are open that day. Add an E Cruise sailing from Yeouido if time and ticket supply allow.
The route moves east to center to river, never back to Jamsil. A theme park, an aquarium, an observatory, a cruise and a hanbok rental are the kind of paid items that can justify the pass. The palaces add little to the math, because their fees are small.
When you probably don't need it
A two-day trip around Gyeongbokgung, Bukchon Hanok Village, Insadong, Myeongdong, a Han River park and Hongdae is mostly free or low-cost. A T-money card covers the subway, and you pay each entry fee as you go.
A pass also makes little sense if your only paid sight is one tower. Compare the single fee to the pass price before you buy.
VISIT BUSAN PASS
VISIT BUSAN PASS describes itself as an official platform of Busan Metropolitan City for tourist pass services aimed at foreigners. Korean nationals cannot buy or use it and may be refused entry. Staff may ask for your passport, and passes can be gifted only to foreigners.

Card and mobile versions carry the same price. A bought pass stays valid for one year from the purchase date. Once that period ends, the card works only as a transit card, and the transit card itself does not expire.
Big 3 and Big 5 stay active for 180 days after your first free-entry visit, so they do not run on a short clock.
When should I activate?
The timed passes activate at the first visit to a free-entry site. If your first entry is at 9:00 on January 1, a 24-hour pass runs until 8:59 on January 2.
The Busan City Tour Bus is the exception that starts the pass when you exchange its ticket, and that exchange is for boarding the same day. You can use the pass on the day you buy it.

Some partners give a discount, not free entry. SeaLife Busan Aquarium is listed at 30 percent off, and the Haeundae River Cruise is 20 percent off with a reservation, so count neither as a free attraction. I did not find Haeundae Blueline Park or Sky Capsule in the pass attraction list, so do not assume they are covered.
Card or mobile
The card is a plastic card you collect at a designated exchange location before your first visit, and it doubles as a transit card that you charge yourself. It works on city buses, subways and taxis across Korea.
The mobile pass is a QR code on the "My pass" screen of the pass app. Screenshots, printouts and PDFs are not accepted, and the mobile pass has no transit function. You cannot swap it for a card later.
Check the official site for the current list of card exchange locations when you buy, because I could not confirm the list.
Is it worth it?
Good for:
- Visitors whose plan centers on the east coast, around Osiria and Haeundae, where several large paid attractions sit close together.
- Travelers who will visit many paid attractions in 24 or 48 hours and can move efficiently.
- Slower travelers who prefer Big 3 or Big 5 and can spread visits across their stay.
Skip if:
- Your Busan trip is about beaches, temples, markets and street food.
- Your top picks are spread from the far east to the far west, so transit takes more time than the attractions.
- You only want one or two paid sights.
Example: a Busan plan that follows the coast
Again, this shows the shape of a plan and is not a saving claim. Prices on the pass site are operator-listed, so check each attraction's own price.
- Day 1, east Busan: Lotte World Adventure Busan and Skyline Luge Busan near Osiria Station, then Busan X the Sky at Haeundae in the evening.
- Day 2, east to west: Busan Tower in Nampo, Taejongdae Danubi Train in Yeongdo, then Songdo Marine Cable Car in the west.
Travel between the clusters takes real time, so check each leg in a map app. Lotte World Busan alone is a large theme park ticket, which is why a day built around it is the strongest case for the pass. Six or more paid entries over two days is the kind of list where a 48-hour pass can work.
When you probably don't need it
A day around Haeundae Beach, a walk along the coast, Jagalchi Market for lunch, Gamcheon Culture Village and a temple visit is mostly free or low-cost. The pass saves little here, and it would add time pressure to a slow day.
If you pay for one attraction only, compare its fee with the pass price first.
Can I buy both?
You can, but each city is a separate decision. The Seoul pass does not cover Busan, and the Busan pass does not cover Seoul.
A trip that splits time between the two cities rarely needs both. Count the paid attractions in each city separately, and buy a pass for one city only if its list is long enough.
Busan's Big 3 and Big 5 stay active for 180 days after your first use. A mobile pass needs no pickup, so those versions are the easier ones to buy ahead.
KTX is separate
Neither pass includes KTX or any intercity train. Seoul to Busan needs its own ticket, which you can book using the KTX booking guide.

How to buy
Start from the official sites: the Discover Seoul Pass website and app for Seoul, and the VISIT BUSAN PASS website for Busan. Official purchase gives you a clear refund route.
Discover Seoul Pass also sells card passes at offline points, including the Myeong-dong Tourist Information Center. Cards can be collected at the two Seoul tourist information centers and at three Incheon Airport counters. Airport bookstore and convenience store counters take cash only, while the Myeong-dong center takes card and cash.
Online resellers also sell both passes, and their prices, vouchers and refund rules are their own. A price on this page is the operator's price, not a reseller's. If you buy a Seoul mobile pass elsewhere, register the voucher code in the app.
Reservations, closures and sold-out risk
A pass is an entry credential, not a booking. Discover Seoul Pass says free partner attractions do not take advance reservations or time-slot picks, so cruises with fixed sailings can sell out on busy days.
VISIT BUSAN PASS says some attractions need a reservation, and the yacht is one of them. Neither pass lets you skip a queue. You may still wait at a ticket office to swap the pass for a ticket.
Bring a passport or ID, since several attractions ask for it. Check closure days before you fix a route, because many museums, palaces and trains close one day a week.
Included attractions can change
Both passes warn that partner attractions, benefits and operating details can change without notice. An attraction listed here could drop out, add a limit, or move to discount only.
Open the pass's own attraction page for each place on your plan, a day before you go.
Common mistakes
- Buying without totaling entry fees. List your paid sights first and compare them to the pass price.
- Treating the pass as a transit pass. Neither pass gives unlimited rides, and the card needs its own top-up.
- Issuing the AREX code too early. The code starts the Seoul clock even if you never board.
- Starting a timed pass late in the day. The hours keep running overnight, so a late start wastes a day.
- Using one city's pass in the other city. They are separate products.
- Assuming KTX is included. It is not on either pass.
- Counting discount-only partners as free. Seoul Sky, SeaLife Busan and the Haeundae River Cruise are discounts.
- Spending Pick 3 choices on low-fee sights. The picks should be your costly attractions.
- Ignoring closure days. Palaces, museums and trains close on set weekdays.
- Expecting a mobile pass to ride transit. Neither mobile pass works as a transit card.
- Showing a screenshot. Busan does not accept screenshots, and a Seoul card pass needs the real card.
- Skipping a required reservation. The Diamond Bay yacht needs one in advance.
- Zig-zagging across the city. Group attractions by area and move in one direction.
- Buying from a reseller without checking its rules. Refund and voucher steps differ from the official ones.
- Forgetting ID. Some attractions ask for a passport, and Korean residents cannot use these passes.
